QUETTA: Launching yet one more broadside at the Opposition, Prime Minister Imran Khan on Wednesday claimed that Pakistan's previous rulers have properties in London in areas where even the united kingdom PM cannot afford to measure .

PM Imran made the remarks while addressing the groundbreaking of three highways within the capital during his day-long visit to Quetta.

In his address, PM Imran Khan assured the people of Balochistan that his government will divert funds to the province despite the financial constraints being faced. 

The premier also told the folks that the federal will discuss the expansion of insurance , almost like the one introduced in Khyber Pakhtunkhwa, with the Balochistan government.

"After Khyber Pakhtunkhwa, the govt is expanding the network of insurance per household in Punjab and Gilgit Baltistan. an equivalent would be discussed with the coalition government of Balochistan," said the PM Imran.

The prime minister vowed that his government is concentrated on bringing a "revolution of prosperity in Balochistan" by introducing projects that specialise in infrastructure and human development.

The PM said that if such major steps were taken within the past then the country would are better developed.

The premier blamed "elite capture" for the economic divide within the society and stressed the necessity for a model of development for all, regardless of rich or poor.

"Balochistan suffered apathy of previous rulers who ignored the province. But my ideology focuses on making Pakistan rise by uplifting its weaker segments," said PM Imran Khan.

On the opposite hand, Balochistan Chief Minister Jam Kamal Khan, in his address, said that within the last 15 years, the previous governments left several development projects unfinished. He added that his government is concentrated on completing those projects.

LAHORE: Pakistan Muslim League-Nawaz (PML-N) leader Javed Latif has been arrested on bail during a case concerning anti-state remarks.

A district and sessions court in Lahore heard the case on Tuesday, during which the prosecutor requested the court to sought the removal of Latif's release on bail.

The public prosecutor argued that the PML-N MNA's controversial statement was tantamount to overstepping the bounds of affection for his leader. A CD of his statement has been sent to forensics.

The prosecution's case is in accordance with all the wants of the law, and at this stage, he doesn't have a basis to get bail, the prosecutor said.

Latif had said that if anything happens to PML-N vice chairman Maryam Nawaz, "PML-N won't say Pakistan Khappay (we want Pakistan)", unlike Zardari, who had used those words after Benazir Bhutto was assassinated. 


Latif's lawyer said a conspiracy is being hatched to assassinate PML-N vice chairman Maryam Nawaz. He said Latif made his comment within the context of this conspiracy.

The court, after hearing the arguments of both lawyers, initially reserved judgment on Latif's bail application. Shortly after, however, the court dismissed his interim bail.

After Latif's interim bail was dismissed, the police arrested him from the courtroom.

This divided the Barelvi vote bank further. Qadri was later assassinated.

After 2007, there have been a series of devastating attacks on shrines in Pakistan, which led to the Barelvi followers developing reactionary tendencies. Then in 2017, out of nowhere, firebrand speaker Allama Khadim Hussain Rizvi suddenly appeared on the scene together with his organization the TLP.


The year of the TLP

For many, 2018 was the year of Imran Khan, who had been struggling to return to power for over 20 years . But 2018 was also the year of the TLP, a replacement entrant which quickly established itself because the fourth largest party in terms of votes received.

Many political observers also see the increase of TLP because the revival of the strong Barelvi sect which thanks to two Afghan wars and rise in militancy had taken a back seat.

While it'll not be easy to seek out leadership of the stature of Maulana Shah Ahmad Noorani or Maulana Abdus Sattar Niazi, the TLP today is during a much stronger position on the electoral front both in Punjab and concrete Sindh.

ISLAMABAD: Another child succumbed to the coronavirus on Saturday, said the National Command and Operation Centre (NCOC), making it the third one during a week. 

As per an NCOC report another child who, falling within the 1-10 years age group , gave up the ghost from coronavirus on Saturday.

The latest casualty is alarming as this makes it the 10th child, aged between 1-10 years, to pass on from the virus since March 15.

In the past one week, three children aged between 1-10 years have succumbed to the virus, said the NCOC.

The NCOC also revealed that since the pandemic first started spreading within the country last year, 48 children have died from the coronavirus.


NCOC to tighten restrictions

The statement follows an NCOC session held yesterday, with Federal Minister for Planning, Development, and Special Initiatives Asad Umar within the chair.

According to the NCOC statement, in light of accelerating coronavirus cases, the forum "deliberated upon proposed lockdowns in high disease prevalence cities".

The statement made no mention of what positivity ratio the forum considers high enough to warrant a lockdown.

The NCOC had clarified that talks would be held with stakeholders before a lockdown is imposed.


5,611 test positive for coronavirus during a single day

Pakistan reported 118 new coronavirus deaths on Sunday, raising the death tally to 795,627 nationwide because the country continues to grapple with the third wave of the infection.

As per official data from the NCOC, 55,128 tests were conducted within the last 24 hours from which 5,611 tests returned positive.

The positivity rate of the coronavirus in Pakistan stands at 10.17% as of today (Sunday).

Amid a 3rd wave of the pandemic, the country has reported 739,818 COVID-19 cases thus far since the infection was first reported last year.

ISLAMABAD: Pakistan's government has decided against implementing a full lockdown across the country, but Prime Minister Imran Khan has urged the general public to follow coronavirus standard operating procedures to avoid a "complete lockdown".

PM Khan addressed the state after chairing a crucial meeting of the National Coordination Committee (NCC) Friday afternoon to offer an update on the new coronavirus restrictions because the country battles the third wave of the virus.

It was expected that a lockdown would be imposed in cities where the positivity ratio is above 10%.

The premier, however, announced that a lockdown wouldn't be implemented for now because it will affect the labor and their businesses.

He emphasised on the necessity to wear a mask in the least times. The premier said assistance will be taken from the Pakistan Army to implement coronavirus SOPs.

"Barely anyone is following SOPs anymore," he said, adding that if we aren't careful, things in Pakistan are going to be almost like that of India within the next one or fortnight .

After a quick statement, the premier handed the announcement over to Federal Planning and Development Minister Asad Umar, who listed down a number of the important decisions taken during the NCC meeting.

Important decisions taken in NCC meeting

Schools in cities with positivity rates above 5% closed until Eid, including classes 9-12

Markets to remain open till 6pm. Only essential businesses can operate after 6pm. an inventory of essential business are going to be issued.

Outdoor and indoor dining banned until Eid. Takeaway and deliveries are going to be allowed.

Indoor gyms to be closed.

Offices capacity at 50% and are to be closed daily at 2pm. 

Eid shopping won't be possible after iftar.

50% work from home policy to be implemented in offices. 


'Few days faraway from an entire lockdown'

The National Command and Operation Centre (NCOC) on Wednesday had suggested more restrictions to regulate COVID-19.

“We will need to increase the restrictions. If we don't contain the rapid spread of the pandemic, we'll haven't any option but to impose an entire lockdown within the big cities,” Umar had said after chairing an NCOC meeting.



The minister had warned that this was the last chance for people to require the pandemic seriously as wiped out the primary wave last year. Otherwise, he warned, they might need to suffer strict restrictions.

He regretted that neither was the general public nor the administration showing responsibility to make sure full compliance with precautions and anti-COVID SOPs issued by the govt .

Umar had warned that the country was only a couple of days faraway from an entire lockdown so people must follow SOPs to stem the surge of COVID-19.

WASHINGTON: Pakistan assured the international community on Thursday that it might shift to 60 per cent clean energy and 30pc electric vehicle use by 2030.

Addressing the US-initiated Leaders Summit in Washington, Special Assistant to the Prime Minister on global climate change Malik Amin Aslam also urged developed nations to fulfil their commitment to assist others make this transition from carbon-based to wash energy.

“We have committed ourselves to 60pc clean energy and 30pc electric vehicle transition by 2030. So, Pakistan is clearly doing quite its share for the global climate change issue,” he said.

“Now, the planet must do more on climate finance. It must deliver climate finance for countries in energy transition, for countries who got to adapt, like Pakistan,” Mr Aslam added. “It must honour the commitment of $100 billion a year” to the present cause, as promised.

Leaders from 40 countries are attending this two-day virtual summit, which started on Earth Day with big pledges from the world’s major carbon emitters, China, the US, India and Russia.

US President Biden, who is hosting this two-day virtual summit, made the most important pledge — promising to chop his country’s carbon emissions by 50 to 52pc from 2005 levels.

Prime Minister Yoshihide Suga raised Japan’s target for cutting emissions to 46pc by 2030, up from 26pc.

Canadian Prime Minister Justin Trudeau pledged to scale back his country’s emissions by 40 to 45pc by 2030 below 2005 levels, up from 30pc.

Chinese President Xi Jinping said China expects its carbon emissions to peak before 2030 and therefore the country will achieve net zero emissions by 2060.

Russian President Putin proposed giving preferential treatment for foreign investment in clean energy projects, but also blamed the US for the climate crisis. “It is not any secret that the conditions that facilitated heating and associated problems go way back,” he said.

Indian Prime Minister Narendra Modi said he and President Biden were launching the India-US Climate and Clean Energy Agenda 2030 partnership to “help mobilise investments, demonstrate clean technologies, and enable green collaborations”.

Later, US Secretary of Agriculture Tom Vilsack invited Pakistan’s representative, Mr Aslam, to share with the planet what a water-stressed country like Pakistan was doing to manage its water resources.

Mr Aslam acknowledged that Pakistan contributes but 1pc to global emissions, yet it’s one among top 10 on the list of most vulnerable countries due to its topography and geography.

“We face the Himalayan glaciers which are melting within the north, the arid zones which are becoming heat waves like never before, cyclones within the south and rising sea levels and floods within the plains,” he said.

The Pakistani representative informed the planet that in recent years the frequency and intensity of those disasters had gone up, affecting 220 million people. “So, Pakistan is basically at the forefront of this climate disaster,” he said.

Pakistan, he said, was a robust and resilient nation and was doing its best to deal with this disaster. “We are planting 10bn trees and restoring nearly 1m hectares of forests, including the mangroves within the south,” he said. “Pakistan is that the only country within the world with an increasing mangrove cover.”

ISLAMABAD: Prime Minister Imran Khan will chair a crucial meeting of the National Coordination Committee (NCC) to require a final judgment on imposing a lockdown in cities where the positivity ratio is above 10%, Geo News reported Friday.

The meeting will review the present pandemic situation within the country and choose about imposing further restrictions because the third wave of coronavirus wreaks havoc in Pakistan.

The NCC is an apex body headed by the prime minister. All the chief ministers, federal ministers and other key officials are members of it.

The session, scheduled for 12:00pm, are going to be attended by chief ministers, ministers and chief secretaries.

According to sources, there is a possibility that the NCC may announce a lockdown in cities where the positivity ratio is exceeding 10% as hinted by Federal Minister for Planning Asad Umar earlier in the week .

It is expected that commercial activities and offices can also be closed thanks to the worsening COVID-19 situation.

On Thursday, Umar and Special Assistant on Health Dr Faisal Sultan called on PM Khan and briefed him intimately about the coronavirus situation within the country after which the NCC meeting was convened.

According to the official portal, the coronavirus positivity rate in Machh stood at 11.6%.

Province-wise breakdown of COVID-19 cases

According to the official portal, the entire number of coronavirus patients in Sindh has reached 27,4196 while 4,559 people have died thus far .

In Punjab, the entire number of COVID-19 patients is 276,535 and 7,664 people have died thus far thanks to the virus. Punjab recorded over 100 deaths for the second consecutive day on Wednesday, while the entire number of patients in Balochistan is 21,127 and therefore the price has reached 225.

Govt to maneuver resolution in NA for expulsion of French ambassador, says Sheikh Rashid

Interior Minister Sheikh Rashid Ahmed on Tuesday said that the recently proscribed Tehreek-i-Labbaik Pakistan (TLP) has agreed to call off protests across the country.

"Talks with the party will continue," he said.

He announced that the govt would present a resolution on the expulsion of the French ambassador within the National Assembly today.

In a video statement, he said the choice was taken after another round of talks with TLP.

Three rounds of talks

On Monday, Information Minister Fawad Chaudhry said that the second round of talks between the Punjab government and therefore the outlawed TLP had concluded, hours after the primary round was successful.

Interior Minister Sheikh Rasheed, earlier within the day, had announced that 11 policemen, who were taken hostage in Lahore by the banned party had been released after negotiations administered by the Punjab government.

TLP chief arrested

Summer vacation for state schools was scheduled to start on May 7. Since mid-February, students of Classes 10, 12 and teachers were attending the faculties .


From tomorrow, schools will stay shut. Any preparations for the board exams are going to be done online, if needed. Class 10 boards in Bengal are due on 1st June and sophistication 12 from June 15.


Physical classes for all the scholars were canceled last year thanks to the onslaught of coronavirus and learning continued online. From Lincoln's Birthday , schools in West Bengal had reopened after a niche of 11 months.

LAHORE: A Pakistani court on Saturday sentenced two men to death over the gang rape of a French-Pakistani mother, lawyers said, an attack that prompted nationwide protests and hard new anti-rape legislation.

The woman was attacked in September last year ahead of her young children on the side of a motorway after her car ran out of fuel near the southern city of Lahore.

An outpouring of anger was further fueled by a captain who chided the victim for driving in the dark without a male companion.

“They’ve both been handed the execution ,” Chaudhry Qasim Arain, a lawyer for both men, told AFP after the decision and sentencing hearing.

The two men would appeal the choice , announced at an anti-terrorism court in Lahore.


The Authority recommended that the state must not allow further erosion of its authority, and if required amendment to laws could also be made to suffice the requirements .

In order to avert such incidents in future, the govt must strengthen the civil administration and enforcement agencies, read the recommendations.

"Measures must be taken to spice up the lowering morale of enforcement forces. Cases registered against violent protestors must be expedited in courts. Cases registered during which police officials were assaulted and received injuries should be pursued vigorously. Anti-riot units must be raised, properly trained and equipped to tackle such situations," read the recommendations.

“….complete access to social media platforms (Twitter, Facebook, WhatsApp, YouTube and Telegram) could also be blocked from 1100hrs to 1500hrs on 16th April 2021 across the country,” read the notification issued by the ministry to chairman PTA.

"In order to take care of public order and safety, access to certain social media applications has been restricted temporarily, sources within the PTA said.

ISLAMABAD: The National Command and Operation Centre (NCOC) Saturday issued Ramadan guidelines to regulate the spread of person-to-person transmission of COVID-19.

According to NCOC, the rules were issued as per a unanimous declaration from the president in consultation with the Ulema for Taraweeh prayers arrangements in mosques and Imambargahs.

The administrations of mosques and Imambargahs are being given permission conditional upon observation of the precautionary measures.

If during Ramadan, the govt feels that the precautionary measures aren't being observed or the amount of victims has risen to a dangerous level, then the govt will revise its policy.

The government also has the proper to vary the orders and policy regarding severely-affected areas.

As per guidelines, carpets or rugs won't be utilized in mosques or Imambargahs and prayers are going to be offered on the bare floor while clean mats are often used if the ground is earthen.

If people wish to bring their own prayer mats from home, they will do so. Before and after the prayers, people should avoid gathering while in mosques and Imambargahs where there's a courtyard, prayers are going to be offered not inside but within the courtyard.

Those above 50 years aged , adolescents and people affected by flu, cough, etc shouldn't come to mosques or Imambargahs.

Taraweeh prayers are going to be arranged within the boundaries of mosques or Imambargahs and praying on roads and footpaths are going to be avoided and an attached map should be useful during this connection.

The floors of mosques and Imambargahs should be cleaned with chlorinated water. an equivalent solution should be wont to wipe the mats before prayers.

PM Imran Khan on Wednesday penned a letter to National Assembly Speaker Asad Qaiser asking him to make an electoral reform committee during a bid to bring transparency to the elections.

"The recent Senate elections have highlighted once more the scourge of vote purchasing within the prevailing non-transparent manner of conducting elections," the premier said within the letter.

The premier, within the letter, highlighted that the treasury bench had submitted a bill for "meaningful electoral reforms to get rid of the prevailing stigma attached to our electoral process".

"I would request you to right away form an inter-party parliamentary committee to debate these reforms and are available to an agreement on the way to introduce best practices including the utilization of technology and introduction of EVMs (electronic voting machines) to strengthen our voting system and democracy," he said.

The premier said the task should be completed during a definitive time-frame in order that enough time is given to the relevant institution to bring reforms before subsequent election .

"If you ask other parties, even they do not believe within the ECP after the recently held elections," he said. 

"The ECP's officials should therefore collectively resign and a replacement commission should be formed which enjoys the trust of all parties."



Govt condemns attack on Dr Shahbaz Gill

The education minister also criticised the attack on Dr Shahbaz Gill earlier within the day, alleging that the PML-N instigated the attack.

"A disappointing incident happened today during which shoes and ink were thrown at Shahbaz Gill," he said. "We condemn this attack."

"When matters go consistent with the needs of the PML-N, everything is fine; however, when things go against them, the party decides to attack," said the minister.

"The PML-N has been liable for an attack on the Supreme Court within the past," he recalled. 

"When the prime minister was seeking a vote of confidence, their leaders arrived [outside the parliament] to instigate a fight," added Mehmood. 

He said the PML-N should reflect on its decisions and actions, which were taking politics towards confrontation and violence.


Tensions rise between ECP, govt

Early spring holidays announced in various parts of country

A day earlier, rising cases of COVID-19 and an alarming increase within the overall positivity ratio prompted the govt to announce spring holidays altogether educational institutions of Islamabad, seven major cities of Punjab, and Peshawar in Khyber Pakhtunkhwa.

The two-week respite will commence from March 15 and continue till March 28.

Education Minister Shafqat Mahmood said on Wednesday that educational institutions in seven cities of Punjab will close for 2 weeks from March 15 (Monday) in light of rising Covid-19 cases.

The minister was addressing a news conference alongside Special Assistant to the Prime Minister on Health Dr Faisal Sultan shortly after the National Command and Control Centre (NCOC) reviewed the coronavirus situation at educational institutions.

Mahmood said respite will begin within the following cities in Punjab and can continue till March 28.

ISLAMABAD: Federal Education Minister Shafqat Mehmood on Wednesday announced the closure of faculties in several cities from Monday, March 15 following a spike in coronavirus cases.

Speaking to the media after a gathering at the National Command and Operations (NCOC), the federal minister said educational institutes would be closed Islamabad and other Punjab cities from Monday for 2 weeks.

The SAPM on Health Dr Faisal Sultan said a choice had also been taken to increase a ban on indoor activities and reimpose the five hundred work-from-home policy. The implementation of the work from home policy has been left to the discretion of the provinces, but will enter effect in Islamabad immediately.

The country’s apex COVID-19 body took the subsequent decisions:

Strict compliance with mask-wearing will continue across the board.

Smart lockdowns/micro smart lockdowns will still be imposed supported disease prevalence/hotspots.

50% work from home policy are going to be implemented at the discretion of federating units. However, it'll be enforced in Islamabad with immediate effect.

The deadline of 10:00pm on all commercial activities are going to be re-enforced with immediate effect, less essential services.

Amusement parks across the country are going to be closed at 6:00pm.

The earlier decision of allowing indoor weddings, indoor dining and therefore the opening of cinemas and shrines with effect from 15th March 21 has been withdrawn. However, outdoor dining/take away will still remain open as per previous practice.

Outdoor gatherings will still remain limited to a maximum of 300 individuals with strict enforcement of COVID-19 SOPs.

A review of all enforced NPIs are going to be administered on April 12, 2021.

The above-mentioned decisions regarding NPIs are base-line decisions. Federating units are at liberty to impose stricter NPIs in selected Cities/Districts keeping in sight the local disease trend/spread.

NCOC meeting

Earlier today, Minister for Planning, Development and Special Initiatives Asad Umar presided over the NCOC meeting attended ministers from all the provinces and federating units.

The forum was given comprehensive update and review about non-pharmaceutical interventions already issued and which were valid till March 15, a handout said.


In view of prevailing diseases pattern and rising positivity ratio, the meeting decided the following:

1- Strict compliance of mask wearing will continue across the board

2- Smart lockdowns/ micro-smart lockdowns will still be imposed supported disease prevalence

3- 50pc work from home policy are going to be implemented on the discretion of federating units. However, it'll be enforced in Islamabad 

 with immediate effect
